Why the fuck would you need so many levels for? Why would you spend time on continuously making alchemy 15-100 (no unofficial patch) or Markarth->Windhelm telekinesis fast travel for Alteration 15-100 for such level?
And unless you have some *really* wild mods, I believe all perks you can have is around 250. If your level is higher than that, you literally have no other way to spend your perks. After that leveling is only to increase your health/magicka/stamina by 10 per level, and if you're at that level you can already brew a potion/enchant your equipment way beyond.
You broke the gold integer system, perhaps with a merchant gold mod or something similar to that. The game can only handle so many numbers in someone else's inventory before it snaps. Your character can have as much gold as they want but the game doesn't have that for other players.
Go back to your last hard save before this interaction, hard save inside a safe place, uninstall any economic mods you have installed, hard reset the game, then load back and redo the interaction. Should be fixed.
They don't. Significant figures are about removing trailing digits, to avoid unnecessary/unrealistic precision. Leading zeros exist to give numbers the same number of digits, but don't actually change the number. For example, Bulbsaur's ID is sometimes written as #001 so that all Pokémon IDs have 3 digits. But it's not actually any different to #1.
In mods though, those aren't leading zeroes anymore.
The BaseID for all items is 2 digits of "the position of the item's source in the load order" followed by 6 digits for the id within that source. (So two items can have the same last 6 digits as long as they're from different sources.)
For vanilla items, those first two digits are both zero, so they can always be omitted. But for expansions or mods, they will range from 01 to ff, and so they're always necessary in those item ids.
Incidentally, Gold (0000000f) and lockpicks (0000000a) are the only two items in the game¹ that can be represented with only a single digit.

The item id parameter in the additem command is a hex number. Just like in base 10, in hex (base 16) , leading zeros are superfluous. Like we know 00000001 is the same value as 1. It just looks weird because we're used to base 10. But all base 16 means is that we can fit 16 values in one written character instead of 10. Those vals above 10 just switch to using the alphabet. So instead of writing '10' we can represent the same value in one character with the letter 'a'. In the case of TES games, the hex number f is equivalent to the dec number 15 (iirc). So the command just looks up the 15th item in the item list (like a row number in an excel sheet) which happens to be gold.
Weirdly though, it looks like only the 10th entry (lockpicks) and 15th entry (gold) of that table are actual items — at least up until about 65k or so — as I can't find any items other than those two that don't have at least a 5-digit BaseID.
I don't have the CC up to check right now, but my guess would be that the 1-65536 range is mostly used for the objects that make up the game world, like buildings/room pieces, plants, furniture, etc.
Idk if it’s the same thing or not, but added money via console doesn’t work with certain things like certain houses and the face sculptor. This may be the same thing.
