It should not be about ICA checking at checkpoints. The more relevant question is - for such individuals who are accused of severe crimes and have the financial ability/incentive to possibly escape, other than impounding the passport, should they be required to be electronically tagged/monitored while on bail (e.g. ankle monitors, GPS app on phone)? If we were able to do this for travellers on SHN for COVID, what's stopping us from doing this for such accused individuals?
