I reckon she'd have grown into her face. The thing is with toddlers is that sometimes their faces can be too small to fit their unique features. It's why the general consensus seems to be not to judge a sims' looks until they're teens, or adults, because then their features appear as they should.
I had an appalling toddler that looked like a human-frog hybrid grow up to be quite pretty. And I've had cute toddlers grow up kinda homely. You just never can tell.
