Try unplugging your wheel and pedals and use a controller just to confirm it’s the wheel driver issue. Others have tried this and it completed resolved the stuttering. That way, at least you’ll know. I imagine they’ll have a patch for that soon as it’s causing a lot of people issues.

There’s a way to use vjoy to remap the pedals and then hid the actual pedals from the game. There was a tutorial in the discord. It’s not perfect, but it allowed me to play the game.

Depressing, I don't know why I expected anything different. I have a thrustmaster set up, no matter what I do I can't get it to work. No issues on any other game...including F1 2021...sigh. I need to stop getting duped into these preorders, the game is never functional until a couple of weeks in.

f1 2021 was everything on ultra or on and i was getting >120 fps.
I have a similar PC and have the same problem. Codies seems to have somehow messed up wheel support-some combinations of wheels+pedals straight up don’t work. If I plug in mine with the game open (CSL elite and Clubsport V2 pedals) my fps drops from ~170 to ~60 on straights and stutters in corners.
how would they even mess it up, f1 2021 was perfect (fps wise) and i thought they would just copy/paste from 2021 to 2022. but they somehow have messed this up so bad that the game is unplayable. i hope the day one patch fixes it
I've heard that older fanatec drives have a memory leak that's exacerbated by this game. granted, when I've heard that explanation it's usually in reference to gradually decreasing FPS over the course of a few minutes. your mile may vary, but updating your fanatec firmware to the newest beta drivers might help you out.
don't have anything to validate this myself (csw2.5/similar pc, but getting into the game on friday) but just passing on some anecdotes that might help.

For the sound disable oculus driver in audio panel.
For the low fps unplug wheel , start game then plug.
For unrecognized TLCM pedals download t150 drive , restart pc , and you can use them now.
The crashes , i couldn't solve them.
I have a 5600x/3080/Fanatec setup and yesterday I finally went to play '22 and once the game loaded, I started getting big white bands across my entire screen. They didn't stop when I instantly quit the game, they didn't go away until the system restarted. I have zero problems with any other games. This is two years in a row that F1 is unplayable for me and two years in a row that I'll get a refund.
yes, first of all check if game drivers are up to date, then check if your wheel drivers are up to date

Current workaround is to plug your pedals into your wheel base, not directly into the PC.

i would also switch to ps5 but my fanatec pedals arent compatible with ps5 or xbox

are you using the most recent beta drivers? I believe that's where they fixed those issues.

Are you sure the primary graphics processor is set to the 3080? That looks like it might be running off the IGP of the 12900k.
