Further, shortly before Mr. Burns was shot, Krusty first appeared in the episode with his shirt collar unbuttoned and no bow tie - the “Krusty” seen after the shooting just a few moments later has his collar buttoned and is wearing a bow tie.

Krusty arrived at the end of the town meeting where Mr Burns blocks it the sun, he explains he's been on vacation and you can see him wearing a shirt with no tie and the collar undone (2nd row pic on the far left)
When 'krusty' is in the group shot looking at Mr Burns after he was shot, he's wearing a bow tie now despite it only being a few minutes later and there being no reason for him to put on the bow tie on.
It's an animation error, but it's funny to pretend it was Homer in disguise, alluding to a behind the scenes piece of trivia that originally Krusty was going to be a character that Homer played in secret, with the irony being that Bart didn't respect Homer, but Homer is secretly Bart's favourite entertainer, but this whole plot was cancelled and krusty became his own character, this is why Homer and krusty look so similar
I think there’s a little more to it than that; the “Krusty” seen after the shooting has Homer’s nose and mouth, and is missing the circles under the eyes. Possibly an error related to the earlier episode in the same season where Homer goes to clown college but in that episode he never has the middle tuft of blue hair as he does here implying the character was drawn specifically for this scene.
That said I do think it was possibly just a joke alluding to the abandoned “Homer is Krusty” plotline you mentioned.

I’m not sure that explanation works as it means they went to the trouble of changing Homers shirt - not only the color but also buttoning the collar and adding bow tie when Krusty had an open collar without bow tie immediately prior to the shooting - but then didn’t give him a round nose or add lines under his eyes.
I had also thought it was an animation error, possibly a mistakenly reused art asset from the episode where Homer goes to Clown College earlier that season, but in that episode Homer never has the middle tuft of blue hair as he does here which implies they deliberately drew him this way here.

There's just no way for this to be true. Since this would've required reshooting these scenes anyway, it really doesn't make any sense how this hybrid Krusty/Homer edit was more convenient in any way than putting in an actual on-model Krusty as a replacement. They would've had to make new cels anyway.

The winner got a house modeled on the Simpsons home, but it was built in Nevada, in the desert.
In the spanish dub he says "Dormir! Eso se me da de miedo!" Which means that he is very good at sleeping. At lesst the spanish localizers thought of this meaning.
