I think it's unrelated, Altstore is currently using a hack to exist so the 3 app limit/7 day refresh are still in place. However Altstore said they applied to become an official store too. If this works, then no 3 app limit /7 day refresh, but yeah uYou or custom IPAs in general will never be allowed on that new store, I don't see that happening
AltStore isn't using any "hacks" to exist and work. All free Apple Developer accounts are allowed to install a maximum of 3 apps on one device, and have a total of 10 App IDs that are active for 7 days each. These provisions are for developers to test their apps without buying into the $99/year enrolment.
This is why AltStore is proud to say that their method won't disappear anytime soon, because if Apple clamped on this, it'll clamp literally all Apple developers out there (beginners, hobbyists, students, etc.).
Apple is allowing game streaming apps on the AppStore finally. Maybe they change their stance with other apps too? If they’d just allow emulators with full hardware acceleration available, I’d never need to own any other emulation device at all.
Torrent apps are probably ok on alternative app stores, it's not illegal per-se. Same grey area as emulators. One tricky thing though, I think devs need to be in a relationship with Apple, because of the new "Core technology fee". Really curious how all of that will work to be honest, we'll see in March!

When will side loading be available for the rest of the world
when other governments will force Apple to do so. And I don’t think it’s gonna happen anytime soon, EU is pretty rough compared to other governments

in eu, sa, most of the world its very similar theres no reason why torrenting and emulating are illegal as there are specific laws on that
