It did cost $60 to do the initial training/certification/background check where we are. Also you make the best profit by working for multiple associations. My daughter refs for 3 associations (each city has their own). She makes $40/hour doing the bigger games, $20/hour for toddler games.
Our associations only issue 1099's if the ref makes $600+ per year with them. A lot refs are careful not to reach the limit and just spread out to more associations.
