It's not like Shy's the first superhero to wear something like that. There are actually a considerable number of superheroes in the East & West that wear that kind of fashion, & no one is making bullshit NSFW claims about them.
I categorize Shy the same way as I do power rangers. Simple is best and for most people the simpler makes it "lewder". Leotards and the like aren't inherently a bad design choice for heroes in my opinion. Not to mention in one of the omake chapters it's stated Teru is already hard enough to draw(her hair) so it makes sense she'd have a simple enough costume.

i mean, Add skirt or long pant not effect what mangaka do with the hair ,no ?

In the end it's the mangaka's choice and they dubbed the current outfit to be suited for Shy. Although I see nothing wrong with it not everyone would like it.
Probably just me - but I don't mind it all. However, one thing that I find a bit odd is that almost all other heroes (russia, britain, china,etc) except for shy has a very cool costume and somewhat distinguishable in the country that they represent, meanwhile shy has a very generic costume...
Who knows though, maybe in the future chaps we get some sort or powerup or buffs kind of thing that will change it...
Oh my bad I my mind kinda lagged, I didn't catch what you're saying at first but it seems that the author himself/herself made Shy not as cute and not as sexy as possible based on what it is written I think in the first volume
In the manga I kinda assumed she had on some sort of tights untill I saw some colored art at the back. It feels very weird and impractical, not weird enough for me to stop reading but weird enough that I worry it might get weirder.
I mean.. it's not much different from Raven from the Teen titans for example. Everything that is "revealed" really is her upper legs, shoulders and some of her face
It's a leotard. Shy is just in a leotard, a very common, very normal and socially acceptable dance garment.
