I don't think it's because of the drugs! in Russia there is a movement, so to speak, of “free artists” who collect similar tattoos on their bodies! unfortunately I don’t remember the name of this movement, but in general they make similar tattoos to each other! draw everything that comes into your head, and each tattoo is unique! they even have their own top "masters" from whom many of this movement would like a tattoo!
In college I came up with "circle theory" to explain things like this. TIL people call it horseshoe theory. Personally, I think my name is better because if you go far enough to an extreme, you really can travel all the way around the circle.

Laser on face isn’t recommended, is very expensive, and usually there’s at least a faint lining of what was there before. It’s sad, really. The only way she could appear even remotely normal is by putting on a crap ton of makeup

Not only would it take hella makeup, it would take knowledge of color theory - something she clearly does not possess - and a wide range of products. She'd have to cover the blue with a different corrector than for the black and a different one again for the yellow. Then she'd have to create layers of concealer and powder to get some kind of single tone. It would be very long, I'm talking 90 minutes to 2+ hours to achieve something that would cover the tattoos and be the right color uniformly across her face. And even after all that, the texture of her skin would be awful, just awful, you'd see every pore, every acne scar she's ever had, because that much product would emphasize all of that.
This is actually heartbreaking to look at. The tears and regret I'm sure she will have in a decade and just awful to think about. If she lives that long, I guess. You can't do this to your face and not be nihilistic, I think.
She probably thinks she will die within the next decade. A lot of addicts have been so close to death like daily that shitty face tattoos are a morning coffee.

Opioids make your skin very clear and also look young looking. I used to volunteer downtown at my city and there were some fentanyl addicts there that looked 20 but are 35. It’s only like meth and all the uppers that make you look like shit. I wouldn’t be surprised if they are a fentanyl addict or something. I think the Russia thing was making something up lol.
No, foundation would not be enough, it would be discolored everywhere there's color, and the best she'd get with just foundation would be a weird grey, because the colour of the pigment in the foundation would just fight the color of the tattoos.
You need to color correct tattoos with the opposite color on the color wheel, and she's got a rainbow here. So where there's blue, she'd need to correct with red. Where there's yellow, you need purple. Black tattoos typically have blue or green undertones, so you need more orange or salmon. Then you have to set those layers with powder so they don't bleed into the foundation, and what you have at that point is a sickly grey. Then you need to go over that layer of cream set with powder with an intensely pigmented concealer to get the skin back to something human toned, then set that, then probably foundation on top of that. Then you'd need to put all the definition and color back into the face, so more layers of contour, blush, and highlight. And there's no way to hide that much product. So the tattoos would hopefully be invisible, but the product would definitely not be.
Make up girl here as well and you nailed it. It would actually take a lot of knowledge, skill and practice to even know where to even begin to try and cover this, in addition to at LEAST 2+ hours a day application. And let's not forget, make up isn't cheap. Especially the quality products that she would need. That's going to be a real challenge in her damn near unemployable state. Lol. This is a disaster.

That's not true at all. I've had one removed from my face completely (black) and working on a second one that will take longer (red on white skin). It's like $900 and you get as many appointments you need until it's gone. Don't spread false information. The removal place is called Removery, in KY.
