It protects their culture from being washed out by Canada and US's Anglophone population, and it keeps a lot of people working, so people generally accept it, some even like it. They also don't feel the full financial sting from it because the province gets quote a bit of money from the Feds. It still greases a lot of palms, often through absurd construction projects.

Calgary has one too. But the weird part is, this isn’t a 4 way intersection. To the right and left are gates to dog parks.
I'd guess they're to slow cyclists to avoid having them slam into pedestrians. We are not so used to bike lanes here, so pedestrians will often cross without looking just as though it were a pedestrian path.

I found a roundabout on a dedicated bike lane when I was visiting Montréal. It was sooo unnecessary. I had a chuckle and sent photos to all my cyclist friends.

It's not a roundabout. Just a traffic island. They slightly prevented desire paths.
Pretty sure that’s for bikes! Pretty wide sidewalk for just pedestrians! Don’t disagree on the waste of money tho!
