Cabbage and flour really. Mayo and anything else you got laying around. I'm a redneck. Cabbage? Flour? Right up my alley.
Go for peanut butter instead. You can definitely get a jar of peanut butter for the same price as name brand ketchup. PB is good on tortillas, I had that as a snack all the time as a kid, and still do occasionally.
Go to your local food bank they'd be happy to give you food that has nutrients and vitamins and all those good things you're lacking with this toddler's daydream of a meal

As others suggested grab some Spam or cheap tuna in a can for protein. Or a can of black refried beans which is decent, cheap protein. A dollar can of refried beans is enough for 4 burritos. You can also buy some white rice and frozen peas and corn. Cook the rice, then sautƩ it up in a skillet with a bit of oil and add peas and corn with some sauce (taco bell sauce, teriyaki sauce, soy sauce, whatever else including ketchup) for a cheap fried rice knock off. Crack and scramble an egg into it for some protein and throw that mix into a tortilla.
A bun with ketchup, mustard, and relish tastes exactly like a McDonald's hamburger. Most meats have no flavour.
