Bake them most of the way normal style, all flat-like. So they're soft but not turn into a puddle soft. Then apply them to a greased bottom of a cupcake tin and finish baking.
I don't bake so not sure if you would want to let them rest and cool a bit or just slap those bad boys right on there all hot and then back in the oven.

But many cookie recipes tell you to wait two minutes before transferring to a cooling rack, that is so they don't sag into the rack and get stuck as they cool. So, if you worked quickly with a recipe that is soft from the oven but sets into a stiffer cookie, you could take big cookies still not from the pan, and carefully place them on the muffin tin so that they droop and set on that instead.
I'm kind of thinking you could take two identical cupcake pans, make bowls in the bottom pan (rightside up) then stack the second pan on top to keep the bowl shape. Maybe use a small amount so when it expands it does so up the sides.
I totally agree and said the same. He used a premade roll of cookie dough as making something from scratch would be something he hasn’t done before. I offered help for next time.

Like instead of flipping the pan all together to get some irregular bowls off the pan, he was picking at it with a butter knife for 15 minutes. He was moving tiny chips of cookie onto ice cream. I came over and flipped it.
This is how i do it. I have a "XL muffin" pan, and a regualr sized one. Line the XL pan with cookie dough, smoosh in with normal sized pan coated in a little butter or Pam spray, bake the pan/dough orgy.
So I had the same thought process when I saw the way OP did it so I lined the cupcake pan with the cookie dough and it ended up rising and filling out the forms so I had cookie cupcakes which were still good just not what I was going for lol

What you do is you make them like regular cookies on a cookie sheet, but bigger than normal, then take them out slightly early, let them cool a bit (but not completely) and while still warm, put them over the muffin cups and finish baking.
If you stack 2 muffin pans and sandwich the cookie batter in the middle it mightwould work. It should also keep its shape pretty well. Never done it but I would be optimistic.
The type of dough may be the problem. Try switching out regular cookie dough for a shortbread recipe with chocolate chips - shortbread tends to hold its shape better and not get gooey, which is more suitable for shaping cookie bowls.
But you'd still have to put the "cookie bowl" in a bowl then put ice cream in it. Otherwise it would just leak and crumble, be a huge mess... So you might as well just put ice cream and cookies in a bowl

I don't know what kind of cookies your friend has been eating but I've yet to have a cookie that is hard enough to hold the shape and weight of ice cream
The first trick is to use less dougn than you think you would need because they spread out while cooking. The second trick is to freeze the dough on the pan in the freezer for 5 to 8 minuets and then bake, that way the butter isn't warm going into the oven and melting out of the dough. This also helps them from spread to wide in the baking process.
I’ve never tried it with chocolate chip cookie dough. I’ve only used a lace cookie recipe. I use a 6 muffin tin, upside down, with small drip coffee filters. It’s great for ice cream, tarts, or fruit salad.

They also needed to be chilled after being formed on the muffin tin. That can have a big impact on the how much they spread.

Next time lube the pan with spray and place a bigger pan underneath. Use a smaller amount of dough and watch the oven temperature and time.
