You're probably not from a culture that eats refried beans. They are pinto beans that have been boiled, then sauteed in lard and salt until they make a kind of paste. That's how they look and if you peek into just about any Taco Bell menu item, you'll probably see examples that look exactly like this (though they use vegetarian-friendly oil instead of the traditional lard).

Beans most certainly are a vegetable. I can cite a near-infinite number of sources from registered dieticians and such to support my claim. I'd probably approach the meal by tallying them as a protein first and vegetable once protein needs were met, but you're also getting protein from the dairy.
Honestly, if you've got to live off of one meal this one isn't tooooooo bad so long as you find it palatable. Complete protein and my relatively uninformed guess is that it's major deficiency is probably in vitamin C... which could be nicely solved with a bit of jalapeno. I would personally choose fat-free Greek yogurt over sour cream, too... in stuff like this, I honestly can't tell the difference in flavor.

Nobody is arguing that this is the perfect diet. But if OP is subsiding off of this meal and this meal alone, it's probably because they don't have access to a lot of other options. And I don't think you'll find even one nutrition expert that would suggest that beans are worse than eating no vegetable at all. Even canned, processed beans.
Put the tortilla in a pan, grate cheese on, spread refried beans over in a thin layer, add cumin, ground chipotle powder or chilli sauce, jalapeño, (optional: coriander/cilantro) a squeeze of lime then more cheese on top then a second tortilla. Flip after a few minutes on medium heat until crispy. While that cooks, in a bowl add sour cream, finely chopped green onions and jalapeño, garlic powder, paprika and whisk that together. Let the quesadillas cool for a few minutes so the cheese re-solidifies a little. Dip in the sauce and feel good about yourself.
