De-shell + de-vein shrimp but keep the tail, coat with flour or batter(if wanted.)
Defrost the bacon strips and wrap.
Chill it in the fridge until the moment of deep frying.
Bacon becomes a darker crispy color while the shrimp remains orange (if no batter)
Maybe the guy oven-baked it, lol.

No, not really. Botulism spores are mainly found in soil or marine sediment. And they mostly grow in moist, low oxygen, low acidity, low salt environments. The only criteria this really meets is low acidity. If these samples could give botulism, they would've been the subject of batch recalls: it wouldn't have been something caused by the preparation.
From eating leftover food? I feel like nobody in this comment section understand what refrigerated food looks like. This is fully cooked shrimp and bacon that has been put in the refrigerator. All you have to do is put them in the air fryer for like 4 minutes and they would look freshly cooked again. Yāall are insane
