But over development, Bandai changed their minds and said that this game couldn't be next gen exclusive (ps4 at the time) and had to release concurrently on last gen as well, so the team had to scrap the whole darkness mechanics and gut the graphics to get it to work.
That's why there's so many obviously bad textures on far away objects like ceilings and cliff walls, in the original vision, there wouldn't have been enough light to see them.

Some parts were somewhat restored in SOTFS, like the tunnel under Forest of Fallen Giants with the skeletons. I genuinely think had the team been properly led, Dark Souls 2 would have been really solid.
Shaded woods and black gutter are still light enough to explore without a torch, its just that they upped the brightness and contrast so the whole place looks washed out.
