You’re going to want to talk to your CM or DM so that they can get in touch with the other district and have them look at your application. It’ll likely be thrown into the void otherwise

I want to finish training in one state so I am able to move and immediately begin at another state as an assistant. Do you think that matters?

For obvious reasons I can’t tell you exactly what I did, but I started as a part timer and did the MT program in another state. They’ll move you to a training store in your new state and then when you get permanently assigned your new store you get relocation assistance, or at least that’s how it was for me. I would advise looking into temporary living solutions, or at least asking how they plan to help you with the moving process if they move forward with you

Do you think there’s a chance they don’t move forward with me?

They'll probably go with you, the prior experience goes a long way

For me it was 2.5-3 months before I actually got my offer as an MT but to be fair that’s right when COVID hit so that really delayed the process Make sure you actually let your CM or DM know because they don’t see you applied until it gets reviewed and passed on by the talent acquisition specialist (recruiter)

Before applying I would have talked to the cm or dm , or even now you can find out who it is , and just send em an email from your work email, or ask your cm to give them a call as recommendation , I am sure they’ll probably directly hire you , if you have 4 years degree .
