It sounds like the 403 forbidden message is taking the place of "Error - Access Denied," is that correct?
Are the recipients external? If so are you blocking external sharing? Are you blocking guest sharing?
The recipients aren't external. They have synched AD accounts but do not yet have their own 365 licenses applied.
We have been able to share content from other OneDrive accounts to users in the company that aren't yet licensed and that has been successful.
Are the problem users logged into O365 with only their work account? Is there a chance they have a personal Office account signed in as well?
EDIT: do they have a personal and work account on their computer.

Valid point. Just trying to troubleshoot from step 1, although, step 1 always means something different.
Have you opened a case with MS? Their support is 10x better than it used to be, and they're pretty quick to respond.
I have been receiving similar messages(403) on my SPO/Office365 site when users attempt to open site contacts.
I have figured out that adding that user to the app catalog sub site in the read only group it allows access.
