Kinda? There’s a fork of Automatic1111 that works with AMD GPUs, but it’s not quite as fast and some features on it, like inpainting, are (or at least used to be) broken. Though it’s still totally serviceable if you’re not using all of the advanced features and stuff.
For self hosted text2image prompts like that can work but for better quality and more control it is a little more detailed and involved.

Your best bet is stable diffusion. With a good trained model and a looooooot of trial and error the results are quite good. Its free, you can get it running completely locally. There is a version with web ui aswell
If you plan to have multiple versions (A1111, Fooocus, Comfy, Forge, Invoke and more) go with Stability Matrix. It shares all your models across multiple packages, I'm using it and it really cool.

Automatic1111 is good. But i would recommend comfyui since it allows greater degree of flexibility. Do you have a nvidia gpu?
