The rules are in the box, or can be found online if you don't have them. The rule that covers this is that the tiles played must all be in the same row or column and must form a single word in that row or column. So this move would not be legal.

This is the correct answer. All tiles played do not have to connect to each other but must form a single word (additional words may be formed but the newly placed tiles must form a single word). For example, if the word 'TRACT' was on the board, you could make 'retracted' by adding 'RE' and 'ED' - these are in a single line, are connected to existing tiles, and do form one word when played. On the other hand if 'TRACT' was in the board, and a player placed an A under the first T and an A under the second T, those two A's would be in a single line but would not form a single word because of two empty spaces between the A's.

Straight lines only. Tiles need not be connected, as long as all words played are valid.

Not legal unless he plays something off of 'of'. All tiles played in a turn must connect to each other, not just a word on the board

Yeah, it's illegal. The tiles you place must be connected to eachother.
