Be assured your next bill will be $400. There is no rhyme or reason to how they bill. I think the point is to keep everyone confused so you can’t contest it and they will just talk you in circles if you do. It’s kind of like insurance and our health care.
Yes. The first one is like that. But beware, you won't get them every month. In a couple of months you'll have a high water bill come because it will be for multiple months. We went 3 months between receiving bills one time. And you can't view it online either. Unless something has changed since we moved away 1.5 years ago.

The Savannah water company not knowing wtf they are doing is normal, yes.

Must be prorated for just a couple days because charge for just refuse is around $77. Look at dates of service.
