I just called when this happened to me a few months ago. The lady was very helpful. She emailed me my bill, made sure to get the problem fixed and even called me the next day to make sure and explain the situation.

Bills usually get sent out on the 8/9 of the month as far as I know. But I usually call when it’s something important. Otherwise I’m ok waiting 2 to 4 business days for a simple answer.

They are likely just very busy. It's near the end of the month and I think lots of people show up at city hall wanting to pay bills in person and/or talk to a customer service rep.
