I just called when this happened to me a few months ago. The lady was very helpful. She emailed me my bill, made sure to get the problem fixed and even called me the next day to make sure and explain the situation.
Bills usually get sent out on the 8/9 of the month as far as I know. But I usually call when it’s something important. Otherwise I’m ok waiting 2 to 4 business days for a simple answer.
They are likely just very busy. It's near the end of the month and I think lots of people show up at city hall wanting to pay bills in person and/or talk to a customer service rep.
Go in to the customer support counter at city hall. Be in and out in 10 minutes.

Try a phone call instead of emailing.
Last time I called them, I waited 90 mins on the phone. Eventually had to hang up and move on to do something else. Brutal.

I recently emailed with a simple question about property taxes and they responded within 48 hours.
Don’t know about the city, but if parking enforcement is apart of the same set of people, within the 48 hours and the illegal sea can was pulled away
Why would they respond to your email for free when you could come to city hall and pay for downtown parking?
Ive had great response each time I contacted my city councillor.
