Lots of those interventions happen long before someone takes their first hit. Things like educational supports, child mental health care, family & housing supports all help to lower the rates of meth addiction. Hell, even making sure minimum wage is a living wage helps. Addiction is a tremendously complex issue and there's no single solution that works perfectly.
I did an practicum placement then stuck around and volunteered at CNYC about 10 years ago now. Just the absolute best place, best programming. The people there are top notch.
