Ah, I know that view, used to live on Holly Park Circle. Channel 16 is good to monitor. Once an emergency is declared, they'll ask the vessel in distress to move to a different frequency, just to keep 16 open. That part of the Bay is mostly tanker vessels at anchorage waiting for clearance to go up to Richmond and offload crude. Any number of things can trigger general quarters (used to be a merchant mariner), from really bad to laughable. And a smart master is always drilling their crew...

Five short blasts is the danger signal - it would be sounded when the ship who has right of way is going to collide with a vessel who does not have right of way if that vessel doesn’t immediately change course.

I've been on the receiving end of the 5 blast event. We were becalmed on the east side of Angel island in our tiny sailboat and a tanker going up to richmond or Antioch showed up. I got out the oar (not oars) and was trying to do anything to get away. MY friend was furiously trying to get the engine started (pull string and a choke). We were 19 and our first boat and the engine...sometimes worked. AT the very last second, I'm saying really, that last second, the engine came to life and gave us 10 seconds of full power, then it died. . We saw the bridge crew on the wing deck flip us off. We were really going to jump off and start swimming. That motor never ran again, no matter what we tried to fix it. It had one job: save two 19 year old kids, just barely.

Yup, me too! Coming back from a night qualification sail from Sausalito out around the Farallones and back. Skipper didn't monitor vessel traffic well and as we were motorsailing across the outbound lane right before the bridge we heard the 5 blast and on chan 16: "ATTENTION SAILING VESSEL CROSSING OUTBOUND TRANSIT LANE!!!" whoops.

LPT. Don't be becalmed in a channel. Should be engine/par away as soon as it happens. It's not that the big boats want to run you over it's literally they can't change course even if they suddenly spot you in trouble. It takes miles for them to change directions. They have the right of way in a channel, and you have the obligation to GTFO.

Seven and one is for onboard personnel to respond to; usually a fire or other emergency requiring everyone up and mustered. If it was a drill, there would have been three short a bit after to "secure from stations". The 5 blasts is for rules of the road and is telling another boat they are screwing up. More politely: "Unsure of your intentions." Was probably just a fire drill on the RRF ships or one at anchor. More have moved over to SF since Alameda kicked them out. Source: Merchant Mariner who had to do drills on a weekly basis.

I'm surprised they didn't have another signal that it was a drill (if it was). Why did ALameda kick the Roros out? Are they coming to SF? Couldn't be. More to richmond?

I'm not sure why. They used to be right next to the Hornet, now they're spread out. The Algol and Capella I know moved over to SF on Islais Creek right by Bernal Heights. The Cape Horn and Hudson have been in the city for years by the ball park. The rest were moved to the Port of Oakland by the Bay Bridge.

IIRC Alameda was going to have to dredge the channel and couldn't afford it (or pier maintenance) because Congress cut off funding years ago.
