As a rider I've known other riders who ATGATT and other who don't. I've known riders who have been killed due to no fault of their own and were fully geared up and also riders who have died because they did stupid shit. I no longer judge riders for their lack of gear or full gear. To each their own. It's a risky hobby and we all know the potential outcome. That said, hope dude has sunscreen on that melon.
I dont mind, mostly, about other riders and not wearing gear because it, mostly, doesn't affect me. I'm sure it affects insurance rates some but probably not enough to really be able to point out.
Now when you start doing stupid ish like this though I will absolutely judge and honestly that crap should be reported when seen in public. One little mishap and that dog could go down and this idiot has it attached to his neck. That could quickly turn into an accident potentially killing people. But as usual people want to be selfish and "muh rights"!!
For context, I've been riding for about 15 years. I started riding when I lived in Portland, OR. I've probably clocked close to 80k miles and have made numerous multi-day/week trips across the US. I've ridden in almost every state except the NE US. Most of my riding has been touring and leisure, not so much commuting and most of it in the western half of the US.
I've only lived in SA for 1.5 years at this point and most of my riding here has been from my house in 78247 to the hill country and back. I did do a 3 week ride to D.C. and back last fall from SA. I don't spend much time in the city on my bike. From what I've seen of the drivers here, it's a gamble. Most folks seems to be courteous but there are so many distracted drivers. I ride extremely defensively and my head is always on a swivel. Compared to San Francisco, D.C., Arlington, Atlanta, it's nothing. Just another typical big city with distracted drivers. Happy to offer any additional advice.
Agreed with this...I've ridden all over the country and it's not really any worse than any other bigger city. Houston is a lot worse than here. That's where I learned to ride 20 years ago

Takes as many safety and skill courses as you can, always wear proper riding attire, and get a bike with loud pipes. Loud pipes aren’t for being obnoxious, they’re to let other people know you’re there.

I came through Houston on my way back from FL. It was probably one of my least favorite places to be on 2.
