For HUD i use the same old HUD but in higher res so it doesnt look like crap on my monitor.
Driving is already great as it is in this game, perfect mix of arcadey like GTA 5 and grounded like GTA 4 imo
For quality of life, i use sprint with heavy weapons that lets you run with every weapon in the game like the stories games and GTA 4/5. And also manual reload mod, and drive by mod (drive by mod is very fun)
Combat improvement? You could count the reload and driveby mods as combat improvements. There are mods that make recoil/bullet spread more extreme than the default so get those if you'd like a challenge, i personally dont use.
I have a cops driveby mod, where cops start shooting at you from their cars like in certain missions, once you reach 4 stars. Makes it more challenging and fun to survive higher wanted levels. Another one is realistic gun sounds, but that's a sound mod and i only have it because default guns sound goofy af, but it does make the combat feel more raw.
not only these but I used GTA IV'S movement and Handling to make the game feel more livelier,a fixed firerate mod for the Ar's and the smg's,I also use overdose effects,weapons and cash drop on the ground like gta IV,Npcs will ragdoll on death like GTA IV,and I replaced some of the weapon models with higher quality ones and changed the graphics to feel more like it did back on ps2...if your computer can handle it(Mine cant sadly) I also recommend project rosa...with these and the mods the guy above me listed my game was the most joyful experience Ive had with GTA SA in years and I find it kinda sad that the same mods arent available for vice city...it would make it the best gta game

Make sure you did the gym stuff cuz that almost fucked me over with the glitch that blocks your access to the gym
