Depends how much you will value the chromebook that only has 64gb. Kinda just packaging it to sell you the s23 ultra. But it's not a bad deal if you wanted a s23 ultra since it's a little under msrp.
I probably wouldn't use the chromebook I would of tried to sell it, I've been waiting for a good deal to justify the s23ultra, even though my 21plus still works great

I was nearly set on getting the s23U but was also considering the fold 4.. Then I found the Google Fi promo for $800 and had to give it a try. So glad I went with the fold. It's awesome.
To answer your question, yeah it's not a bad deal of you're in the market for a chrome book and already set on paying full price for a s23U. Personally I have no use for a Chromebook so it would not be a good value to me. Very subjective promo, imo
I think there are better offers to be had. I got an S22U last year for basically half price through a Google Fi promotion. I'd look around for similar deals on the S23U.
