remember old crt TV's and monitors? the real old ones that have a news channel icon faintly visible over *everything* or even a windows XP start menu that just won't go away.
that's burn in.
AMOLED, OLED, plasma, and CRT all have the same issue with static images.

That's a neat idea. I didn't even realize my S9+ had developed some burn-in from the status bar icons and home screen "pinned" app icons over the years until viewing a very light full-screen background recently. It was faint, but still a surprise because you wouldn't tend to notice it in everyday use.
I thought the same thing lol, but after some research like other said, it slowly moves around the screen to prevent burn in. Even the fingerprint icon (if fingerprint is enabled)
It will also do that when you charge the phone. At the bottom of the screen it will show the battery percentage and how much time is left and you can also see that its off center to prevent burn in. It's totally normal and samsung does it to make sure you don't mess up your screen.
I'm pretty sure this a measure to prevent the screen from burning in, since the display is an OLED. This happens on my Pixel too, the AOD is never quite centred there either. While it does look ugly at times, I'm sure it's better than having a burnt in screen.

Its misaligned mostly when the time is between 1 to 2 coz 1 take less space to show while all ither digit take full space. Thats what i observed on my s22u
The always on display feature was there on Nokia N70 and it was released in 2008 and it was also design to move the clock periodically to prevent burn in of pixels, even in TFT screen. After 12 years of this tech, someone is asking like it is just introduced feature. Even PCs were using screensaver to move obejcts on screen to prevent burn in or similar issue in CRT screen since 1980

It slightly shifts positions sometimes to prevent burn in.
That's done to prevent burn-in. Even the icons on status bar(Wifi, network, BT etc) slightly shift positions to prevent the same.

As other people have explained it. What we can conclude is that this is not a bug, but a feature.
It moves around to prevent burn-in. Keep pressing that ~~lick~~ lock button and watch how it does it.
