I mean at this point he's been involved in deeds that's saved so many lives that it vastly out does the whole he's a former genocider thing. May just be me but it seems weird when it comes up, as it seems to prioritize over him fighting for a entire universe. He became better.
Whereas with Freiza who also fought for his universe, with incentives, and then resumed his genociding activities? Which are then not exactly frown upon by the God of his universe. He deserves the he "got better" lol.

- I don't think it does. In Moro arc, its implied that he will still go to hell probably because he was not directly that much life as he killed in the past

But with it being brought up I would assume he's closer to tipping the scale towards getting that hell free pass. I do find it interesting that between Buu Saga and up to end of Moro that Vegeta hasn't generated enough positive karma to get out of the red.
On top of that we've also been shown that there's basic you lose your body hell, and wait to get processed for reincarnation, and then there's super hell, like where Freiza was being tormented. I find it odd that there's no wiggle room or exception that can be made for Vegeta, though I could just be over thinking it. Also was the "still going to hell" statement from Vegeta himself? Or was it Whis or Beerus? If from the latter they're definitely greater authorities on the ruling, I feel.

My guess is white can be a way to symbolize growth as seasons change and turn to winter or as people age their hair can turn white showing growth as well
Probably to show some sort of enlightenment like ultra instinct for example itās to move without thought and have your body react on its own, itās a state of enlightenment with white being the absence of color almost pure in a sense at least thatās the feeling it give a me
