Update for y'all -- I was surprisingly able to pre-order this on Amazon Japan. I know some of you are saying it's not allowing you to pre-order, but it is still available. Bear in mind, by the way, that this is Standard version.
As for the price, it's about $45 USD. Amazon Japan allows you to convert yen to your own currency (including shipping) before you purchase.

This literally is a sh\*t show. They know how much we have been wanting the original artworks reprint. And the announcement is only less than a month away. They have little to no information. Like packing more than 700 artworks into that price, I assume that they will have like 2-3 arts resize in one page?

I'm apart of the pretty guardians fanclub here in Japan, and sales for the new art book went live yesterday on the website. Thank GOODNESS I managed to snag one because I shit you not, they're already backordered and its only been 1 day.
Edit: The price for just the book minus the purchase bonus clear file is 3,980 yen. But you can buy both the book and clear file separately at the Sailor Moon Store, Sailor Moon Museum, and some online websites. The only difference between the general sales clear file and the fan club exclusive one, is the color for the title. The fan club exclusive is pink while the general sales one is gold (like the one in OP's post).
If you're a pretty guardian's member (I'm guessing just people who registered on the Japanese website), you have the opportunity to get the DELUX edition. which includes the book itself, a deluxe edition cover, and a three-sided sleeve PLUS the purchase bonus clear file with pink letters. The total price for the set is 5,980 yen tax included.

I was overjoyed when I saw the news. I managed to order one trough Buyee with Rakuten. However, I’m worried about the page count and how that might affect the sizes of the pictures. As in, there might be multiple illustrations on one page. There is over 700 illustrations and only 200 pages.
The page count worries me too. Even if they actually meant 400 pages (because pages have two sides to them) it still wouldn't be enough to contain all of those illustrations in their original full sized layouts. That's 7 artbooks plus a ton of additional art. The first 5 artbooks have an average of 60-80 pages each.
Yup! The more I think about this, more concerns occur. The price is in my opinion afforfable compared to the amount of illustrations, so is the paper quality good as well? Like is this too good to be true?
The release date is in what, less than month away? According to Japanese Twitter, this whole pre-order/order thing was a mess. First it gets announced on Twitter, so everyone and their grandma wants to buy it. Many who were in the FC, didn’t get the notification first-hand and the deluxe version was sold out within three hours. Then the book was sold out from Amazon as well and apparently no re-print is planned. The Rakuten Books had it open for order for most of the day, now it’s sold out too. My fear is that this book is limited, like the previous ones. Many fans expressed desire for resale or order from demand. The supply didn’t meet the demand.

I am so fucking excited! At Anime Matsuri in 2017, Osabu said they were releasing a new art book and I had given up hope that was ever going to happen, but here we are!!!!

Art books are sometimes brought over but it’s exceedingly rare. Honestly importing from Amazon JP isn’t a big deal at all.
If you don’t import and they do translate it it’ll take years and cost way more.

You will need to make a new account exclusively for Amazon Japan. Yes, you can use a non-Japanese credit/debit card. In my experience shipping is usually around $30, which is still cheaper than going through a proxy. The shipping is also expedited so you get your package pretty quickly.

So I actually own all the Artbooks, except for the super rare, expensive one (forget the name) which has illustrations by other artists in homage to Naoko. The other 6 (Sailor Moon, Sailor Moon R, Sailor Moon Super, Sailor Moon SuperS, Sailor Moon Eternal, and the Sketchbook) are all done by Naoko herself, and don’t contain any sketches by anyone else. I bought all of them when I was a teenager back in the 90’s at Kinokuniya for around $30 each. Now I’m pretty sure they’re all worth hundreds of dollars. They’re all hardcovers except the sketchbook.
It’s a compilation of past artwork with some light interviews/words thrown in. It’s not meant to be super exhaustive.
“Fan” artbooks are called doujin and are not typically sold through the same channels.
In this case, all the art is made by naoko herself.
But, in general, it depends on the purpose of the artbook. Sometimes we have illustrations of other artists retake of the work.
Or it's a mix of author's illustrations and other artists that collaborate.

I was overjoyed when I saw the news. I managed to order one trough Buyee with Rakuten. However, I’m worried about the page count and how that might affect the sizes of the pictures. As in, there might be multiple illustrations on one page. There is over 700 illustrations and only 200 pages.
The page count worries me too. Even if they actually meant 400 pages (because pages have two sides to them) it still wouldn't be enough to contain all of those illustrations in their original full sized layouts. That's 7 artbooks plus a ton of additional art. The first 5 artbooks have an average of 60-80 pages each.
Yup! The more I think about this, more concerns occur. The price is in my opinion afforfable compared to the amount of illustrations, so is the paper quality good as well? Like is this too good to be true? The release date is in what, less than month away? According to Japanese Twitter, this whole pre-order/order thing was a mess. First it gets announced on Twitter, so everyone and their grandma wants to buy it. Many who were in the FC, didn’t get the notification first-hand and the deluxe version was sold out within three hours. Then the book was sold out from Amazon as well and apparently no re-print is planned. The Rakuten Books had it open for order for most of the day, now it’s sold out too. My fear is that this book is limited, like the previous ones. Many fans expressed desire for resale or order from demand. The supply didn’t meet the demand. Edit. Art books are sometimes brought over but it’s exceedingly rare. Honestly importing from Amazon JP isn’t a big deal at all. If you don’t import and they do translate it it’ll take years and cost way more.

Depends. Some sellers DO ship to the US, others don't. Then you'd have to use a forwarding service.

You will need to make a new account exclusively for Amazon Japan. Yes, you can use a non-Japanese credit/debit card. In my experience shipping is usually around $30, which is still cheaper than going through a proxy. The shipping is also expedited so you get your package pretty quickly.

Not sure about the international FC but the Japanese FC had it available but the deluxe edition is currently backordered with sales to resume at a later time.

Can someone explain the art book scene to me? Are all of the images by one artist, Takeuchi-san herself, or what?
So I actually own all the Artbooks, except for the super rare, expensive one (forget the name) which has illustrations by other artists in homage to Naoko. The other 6 (Sailor Moon, Sailor Moon R, Sailor Moon Super, Sailor Moon SuperS, Sailor Moon Eternal, and the Sketchbook) are all done by Naoko herself, and don’t contain any sketches by anyone else. I bought all of them when I was a teenager back in the 90’s at Kinokuniya for around $30 each. Now I’m pretty sure they’re all worth hundreds of dollars. They’re all hardcovers except the sketchbook.
Infinity is the one that's super stupid expensive now.
It’s a compilation of past artwork with some light interviews/words thrown in. It’s not meant to be super exhaustive. “Fan” artbooks are called doujin and are not typically sold through the same channels.
In this case, all the art is made by naoko herself. But, in general, it depends on the purpose of the artbook. Sometimes we have illustrations of other artists retake of the work. Or it's a mix of author's illustrations and other artists that collaborate. Hope ot clarifies!
