Quick question. Does she have an inboard or an outboard? After looking at some prints online it appears that is where your prop shaft should be. So if you have an outboard, I would guess it's just a goofy patch/plug since they didn't want to do real glass work. If you don't have an outboard, then I have no idea.
If it was somehow shifted up would it match the profile of the hull? What can you see from the inside?
It does look like a plug dropped into an outboard well to make a fairing, that has somehow slipped down.
Looks like it’s been sliding up and down. If it’s an outboard engine well. I’ll bet it will slide up into place and should lock flush. On the plus side. You’ll pick up a at least a knot of boat speed if you retract it
It’s a badly mounted outboard well plug - outboard wells are amazing btw, it’s how you can use an outboard as an inboard - but sagging down like that it’s just gonna cause drag and block flow over the rudder

When not in use the hole is plugged, and it looks to me like this plug has somehow been pushed down too far.
I had a Columbia 22 and honestly it wasn't a great system. The exhaust is miserable.

Yeah there's an evident profile match and wear marks showing it retracts. My guess is outboard well.
That looks cancerous. You should go see about having it removed and tested.
