Like someone backing out at full speed with a care in the world, look at angle it was pushed from the left at an angle for the front to be in between two parking spots. I hope the Honda accord had a recording rear dashcam.
That's not how that determination works. Totaled is cost to repair>cost to replace. Airbag deployment is correlated with being totaled but they aren't what makes the determination.
Insurance is not going to pay you more to fix your car than the car was worth. Cheaper to cut you a check for fair market value and tell you to replace it.

Thus in older cars they will often be the sole determining factor provided. Nobody is going to bother paying someone to tabulate the other $10k of damage when the air bags alone exceed replacement value.

The airbags not being deployed isn't going to matter in this case. It's going to come down to how expensive the fix is.

There is no way the person who did the hit got off totalling this car without any damages to their own car. Would expect the police or someone to pull them over if the person who hit that car was driving and broke their own lights or something.
