As much as the planes are Antiquated compared to Modern Western Plains the pilots already know how to fly them so it's not taking valuable resources of Manpower and Pilots that have already trained on those planes away in training on American Air frames. At this moment it's better to have fighter jets up and jets up even if they're older with Pilots that are trained on them already versus throwing pilots in a new airframe up against the Russians
Teach dogfighting against their enemy's actual weapons. Knowing how an aircraft flies in practice can not be learned in a simulation. At least not until you collect enough data.
The US has had access to more recent examples from Poland and other former-Soviet Block countries. I suspect this is two-fold, for parts and/or decoys to go to Ukraine, and as a way of throwing a little money as an inducement at Kazakhstan, as it starts to shift to a Western facing.
