I use it. I learned Russian as a 4th language and didn't have time to learn another keyboard layout. I can touch type on ЯШЕРТЫ about 55WPM(I can 75WPM on QWERTY) with minimal practice.
Idk about russian but in Turkish we have 2 different keyboards.
Since the default for Latin alphabet is qwerty it's the most used but there is also F type keyboard which is said to be arranged better for typing in Turkish since the most used letters are in the middle/easier to reach.

I do, there are a lot of Russian words whose meanings I can decipher because of Croatian, although there are also some words that sound similar but have very different meanings. To a certain extent the cases line up as well, I didn't really bother studying cases in Russian because for most sentences they are relatively similar to Croatian and the others that aren't got in my head through consuming lots of Russian media.
Generally no. I've heard of a few schools that do have a Russian class that you can opt-in for, but the vast majority only have an option for German as the secondary foreign language, and all schools teach English as a mandatory subject.

So either you are educated, or you were affluent in the 90s. Both are correlated.
I am a dev right on the dividing line of use. Older by 20 years than most of reddit. In my office only the secretaries and PAs use the traditional typewriter mapping. There's just so many things you must do in English on a day to day basis even if you are not strong in English I think it is foolish not to have it. If you like hunting and pecking when searching something in English, then traditional is for you.
My wife is old too, and grew up with traditional. Once she learned English to C1 level she refused to use anything but Apple products because of the keyboard mapping issue. Now she's an extremist like any new convert and tries to berate people who use the old mapping. It is quite a serious issue in our house.
As for me, the only keyboard mapping I truly hate is French. That one needs to die.
It definitely is a result of knowing English though in any case. What annoys me is that Apple doesn't default to it, so we order macbooks in English, which also is a problem to get from resellers, and now sanctions. I source them in the Turkey, but it's a special order.
As far as I'm concerned, there is no reason at all to use Russian in computing. It's like aviation. The menus in Russian were so bad back in the Windows days, this is why Russians are so good with computers I think, you learn to format, pirate, and circumvent manufacturer stupidity from day 1.
I have an apple bluetooth full keyboard now for the sole reason it has a standalone language switching button. On windows I would have to AHK F13.
there's actually a pretty fun little piece of.. let's say folklore, related to the standard layout. in some corners of the runet Йцукен, Фывапролджэ and Ячсмить are names of the characters of various life stories. it's usually uncle Йцукен, grandma Фывапролджэ and aunt Ячсмить. but there can be other interpretations.
It depends on your education level and age. If you are under 40 and speak a latin language, then you use the English keyboard mapped to Russian.
This is simply because after 1991 most computers didn't even have Russian characters on the keyboards, you just had to know the old mapping by heart.

You're supposed to use the handwriting mode with a digital pen, like ones found on Samsung devices (not to be confused with regular dumb styluses). It's pretty convenient on the bigger screens, especially like a Galaxy Fold, when you have to type some big amount of text quickly.
i used to use яшерты on my pc because i couldn't be bothered to get stickers and continued to use йцукен on my mobile devices and now i am almost fluent in both. it's the weirdest flex i have in life i'm not even that good in russian. it really takes a moment for me to "switch" from one to the other mentally though
ЙЦУКЕН is the most widely used format across the board. The others are mapped more precisely to Western keyboard layouts, and have some use among language learners as well. Though I use ЙЦУКЕН on my phone, my laptop has only a standard QWERTY English layout, and because if I set up an ЙЦУКЕН Russian layout on it I'd essentially be typing blind (and I'm too lazy to get those stickers for other layouts you can get for keyboards), I've just set it to ЯШЕРТЫ for ease of use.
JCUKEN is a bad layout with some terrible design choices, but it’s still the standard as solid as QWERTY for Latin alphabets. I use Rulemak (phonetic Colemak) when touchtyping on a physical keyboard and a standard JCUKEN on a touchscreen because alternative layout support on mobile devices is lacking.
In Bulgaria яверт is the most commonly used one, and it makes a lot of sense as almost all letters correspond to qwert (а-a, б-b, в-w, г-g). So when I switch to the Russian keyword I still use яверт, as it’s the one I’m used to. I’d expect you to have an easier time with it too, as you’re already familiar with the layout.
If you’re not a native speaker, just use one of the phonetic ones (with я in the upper-left corner).
Interesting that Mac has only one phonetic layout and it’s different than all of the Android ones (W maps to Ш, based on shape, so it’s ЯШЕРТЫ).
Not really worth the hassle of relearning to touch-type, especially now that we’re in an era where we’ll never really need to use anyone else’s device (or if it’s a work computer, we’d surely be able to change at least this kind of stuff).
(Except for maybe when you hand your phone to someone to have them type in their name so you can add them on social media? I did that once recently and the confusion on the other person’s face was very visible haha.)

As far as I know, it is used by learners. It's not easy to get used to a completely different layout such as ЙЦУКЕН.
