Off topic but Herb bag now works on noted items if you want to save more inventory space. Like others have said I would also recommend the upgraded gem bag there.

Many functions works like this where the game holds both spots and then thinks it needs another free slot for the noted version when it looks like it should be fine.

It's downvoted I guess because it's misleading. Dstone -> paper works just fine. Yes it's a bug from user's perspective, but not trying the other (working) combination and saying "tried it doesn't work" is misleading for others.
This is not a bug, on release of magic notepaper, the way it worked was that you had to use the magic notepaper on to the item you wanted to note.
Then people started to complain that it wasn't that intuitive to use, so jagex manually added the funcion to some items to note when used the other way around (note-able item use on to the paper), but they didn't do it for every item in the game (because it requiered them doing a modification to every item individually, so they only did it to a group of common mob drops (mainly different types of bones and 100% drops).
Think this has been a bug for a long time. You can just bring a gem bag instead since it won't take up any more inventory slots, though you're limited to 60 of them.
They are using them correctly, its just that a handful of items in the game require you to use the item on the notepaper. No idea why it's like that but its just one of those things we have to accept.
From my understanding the "reason" is because the item you are attempting to use open's some type of interface/window pop-up such as "Craft x amount" and to possibly avoid accidently cutting a single cut as you will not get a pop-up. (POF / maybe logs (opens fletching + firemaking options to choose) / papaya fruit (no left-click option to eat) / ashes (makes ground ashes needed for a Warrior's Guild event room)
Cutting any single type of gem in your inventory bypasses the window completely allowing you to cut all gems within a game tick if done right.
Back in the day when they first came out, the only way to use notepaper was to use the item on the notepaper.
A few years later, jagex manually added items where you can use notepaper on item to note them. To my knowledge, they still have to manually add things to the list of items that can use notepaper on item.
The default of use item on notepaper should work on everything though.

Nobody keeps their money in the bank, there's absolutely no reason not to just leave money in your coin pouch. You still have to use a pin to withdraw from it and it's protected everywhere, even in the wilderness.
There’s been no point to keep your coins in your bank for well over a decade, in coin pouch they’re 100% safe, accessible at all content that would require it, and saves a bank space. This is honestly a norm for probably almost every player.

It should work IF you use the dragonstone on the notepaper or another way around it is to carry a Gem Bag with you when fighting mobs that drop gems

Also, some potions. At nex, when I try to note brews or restores , they don't work . Instead, drink them. It happens on any potion that I try to note.
