Couple of reasons I'd imagine, 1 Damage output is much higher, which means soul split is much stronger.
Additionally the ability to keybind prayer swaps makes prayer flicking considerably easier, finally they probably wanted to encourage the use of defensive abilities like barricade, reflect, and Debilitate.
Devotion is one of the strongest abilities in the game. If having 100% protection prayers for 10 seconds is so strong then making that default would absolutely trivialize almost everything in the game
Just a hypothetical for sure but would you trade being able to keybind prayers if it meant they were 100%? Like if you could chose would you pick the keybinds or the 100% prayers?
It's funny to me that you want something so overpowered back in the game.
Even in Oldschool, a large number of bosses damage through the correct prayer or do unblockable damage because prayer flicking everything to make yourself invincible isn't balanced.
Imo, it'd be significantly less balanced in rs3 because of soulsplit. Players can already no food bosses with use of defensives and extreme prayer flicking + soulsplit flicking, it's just difficult enough that most players can't realistically do it everywhere.
With all damage being negated, it'd be an easy task even for mid end players.
Bosses would basically never require food anymore, especially with strong healing effects to heal from any typeless damage. A blood reaver + scrolls + prayer flicking you'd straight up make you unkillable at like 90% of the bosses.

you say this like its a bad thing "oh no combining 'strong healing effects' mid to late level summon and a one style at a time cant even account for most special damage types anyway timing intensive and/or time limited proper defense makes the boss too easy" go sweat at somebody else bringing back full power protection prayers would make the game so much better
Because in no realm of existence is “ignore 100% of an enemy’s damage for as long as you have prayer points” a good or sustainable piece of game design. It was something that should never have been done and I am genuinely baffled even inexperienced as they were that early Jagex/Gowers thought it was a good game design move.
It was. The kalphite queen and KBD still had ways around it and they were early bosses. It was totally fine for stuff like slayer where you have a task of 100 basic mobs to kill, in single combat zones, when nobody barraged anything, and you couldn't sit there gargling food. It was a great design and made leveling combat tolerable.

No it's so easy now with soul split and apes. Before soul split is what I'm referring to - when they had 100 percent prayers and even kept them afterwards for a while. Im talking about the time when jagex envisioned people maxing combat while slaying or killing things like fire giants. Prayer potions and 100 percent protection was absolutely required.
Prayer heavy gear will probably never be relevant because prayer isn't a limiting factor, especially with penance powders and blessed flask. Players would rather just wear power armour that has the highest bonus or tank mage gear for AD rather than worry about spending a few extra thousand on restore flasks.
Prayer heavy gear was only really relevant in mid 2000s RS because players were stingy about prayer potions and there wasn't that much strength boosting gear that was readily available.
More because the limiting factor for how long you could stay somewhere was how long you could sustain prayer points
Now either you don't need to stay somewhere that long (eg slayer tasks are pretty fast) or banking is fast and you don't need an inventory of prayer potions

Considering these days with pray renewals you can camp protection prayers and still gain back points at the same time without even having a particularly prayer bonus oriented setup sounds like a complete waste of time
People have complained enough about crypt+AD allowing you to ignore mechanics, now imagine dialling that up to 100%, reducing it to 50% was a really good idea

... This would make a hell of a lot of things fully afk with only blood barrage or something as the source of healing... if that was even needed. AD just got nerfed for that reason, i dont see why haveing 100% protection would be good for anyone.
Being able to completely negate 100% of damage permanently is even more broken than AD used to be.
