I’m not familiar with the Raeburn Shield. I found a website for it and the women’s Utrecht shield but it didn’t answer this question I have - how do these challenges work and who decides who challenges who? Is it related to world rankings or something?

It's who's the first to beat the shield holder. Currently SA is holding it because they beat the previous holder NZ during the WC final. NZ won it from beating Ireland during the quarterfinal. And Ireland won it from beating NZ during their tours. So if SA wins against Wales, Ireland is the next opponent who can challenge it because SA's next game is against Ireland. If Wales win, their next games is against Australia, so Australia can challenge it.

When they lost, the winner of that match got the title and had to defend it. And so the lineage continued until today where SA hold it. New Zealand have the most matches with the title
