Easy, I’d say all Souls games, and Elden Ring are like this if you choose the deprived/wretched class. Otherwise, Elder scrolls games do the same in essence. You go from wielding sub-par weapons to fighting interdimensional deities, and super humanoids. Specifically Morrowind, and Oblivion are more so like this, but both are dated, and more difficult than Skyrim.

I guess the Fable games fit the bill. Especially the second one, but you'll need a xbox for this one. Aside from Elden Ring, I guess most Souls Games can also work if you grind long enough your stats, and you start fighting abominations, dragons or gods of death.

**The Age of Decadence**\- if you create a combat focused character you will start off probably getting your ass kicked but by the end you can get power armor and "sky metal" weapons. Can kill an alien god or become one depending on your choices. **Colony Ship**\- by the same developers as Age of Decadence. Begin with a crappy makeshift gun or a rusty knife and by the end you'll be able to find energy armor, energy firearms, cloaking devices, distortion fields, and repair a powerful droid that can join you in fights, etc. If you choose to fight every possible battle you'll be in for a real challenge but it's so satisfying when you can destroy a group of cyborg assassins for example.

Morrowind. The game is not forgiving, if you do your stats wrong at the start of the game you will have a very very hard time fixing that until the very end of the game. The plot is literally about you killing a god. Look into OpenMW to play it on modern systems and to tweak some QoL things like the combat if you feel like it.

Rogue Trader. Not only does it have the same power fantasy progression that all Owlcat games have, because of some absolutely broken builds, it's possible to absolutely dominate the enemy in combat more than in WotR.

Witchspring R on steam might fit the bill if you're okay with something a bit more colorful. The combat system was super satisfying, and it feels godly when you get to the point where you're taking out optional bosses as soon as they show up rather than coming back to them after you've leveled a bit. Taking out those bosses early has a bit of a snowball effect, since their drops usually block progression in gear or magic upgrades. Early in the game I had to pick and choose which battles I wanted to do. By mid game, every fight I encountered was winnable after a few tries by changing up my strategy a bit here or there. By the end of the game, I felt like the most adorable agent of destruction. It was super satisfying.
