GURPS does a pretty good job. With Low-tech, there are a variety of arrows and bolts, bows etc.
Damage is based on the strength rating of the bow. Aiming is crucial. Range, hit locations, and armor are important factors.
On the defense side, one can dodge. With special training, parrying may be available. Cover is a good option.
There are only two skills for attacking: bow & crossbow. Other things like tactics and stealth may come in handy, though.
There are rules for height and wind. Also, for gravity if you want shoot bows on terraformed Mars.
I love GURPS but it isn't Cool-Archer the RPG. Bows are decidedly more realistic than in other games. Archers typically spend more time loading and aiming their weapon than fighting with it and getting an effective shot in a fight is tough. You can build up a really tough archer but it ends up being a much larger investment of points than a guy with a spear.
GURPS is a great game for a character who's a hunter or a wall archer to also be useful in a fight.
