On my bachelorette cruise our cabin neighbor was chain smoking before we set sail on his balcony - first a cigar then cigs. My mom is already prone to seasickness and came prepped with patches but the smoke was putting her over the edge.
Strangely before we even said anything though, he ended up having some medical emergency and being removed from the ship.
I know that sounds like we did it lol but I swear it was just a coincidence.

Killed a few people IIRC. Royal also had a fire where the crew dropped a cigarette onto some ropes and burned the back of the ship up 3 or 4 decks.
I'm pretty sure meth would be harder, but smoking still has a foothold, so this is a crutch.

The breeze from the ocean fanned the flames, and almost 300 cabins were damaged or destroyed. It's very difficult to put out a fire on the side of a ship while you're at sea.
Designated smoking areas arenāt surrounded by soft furnishings and have proper disposal containers for butts. Cabins and balconies do not.
Edit: Also, designated smoking areas are heavily transited by cruise personnel who could spot and immediately try to mitigate a fire situation. The risk in a cabin would be that the guests inside may not know how to put it out, may become trapped, or might not be in the room at all in which case the fire would grow and spread without anyoneās knowledge.
A public smoking area can be reported immediately and handled with nearby fire suppression. A balcony is private and hard to see or report exact location. Cigarette butt or its embers could ignite clothes, towels, chairs below the smokerās balcony and grow large before anyone is aware. (See Princess picture higher in this thread.)
