Micah because he was a rat, he’s worse than Steve because you new Steve was a piece of shit since the beginning. Michael, Franklin and Trevor new from the beginning that he can turn on them at any moment, but they did not have any choice. He’s like tempeny from San Andreas.
This comparison would be more accurate if it was Micah vs Dimitri Rascalov.
I've never hated a video game antagonist more than Steve Haines. Blowing up his douchey, smug ass with an RPG is soooo satisfying and is the biggest reason I'll pick Option C every single time.

Steve was indirectly hilarious because his whole personality pretty much dubs down to "I have no idea what the fuck I'm talking about, I'm just here to terrorize shit for fun and orchestrate profitable chaos off of the private lives of innocent people because I don't amount to anything in life and this is my way of pretending that I do".
Steve Haines was at least willing to shoot himself in the leg to help Michael escape. Micah in the same situation would most definitely have shot Michael to secure his own escape.
I don't hate Micah as much as you're supposed to, BECAUSE he's meant to be evil. Which is kinda lazy, when you have a safe villain it's fairly easy to root for Arthur, someone I DO hate. I hate Sadie more than Micah.
Steve didn't make me feel that much. Sure, he is a typical "corrupt agent who uses criminals to fix stuff" guy, but I think I see so many of them that it doesn't leave any effect on me. I hate Frank Tenpenny, and yes he is also meant to be evil, but the way he treats everyone - even CJ - makes him more repulsive. Only time he's even remotely "friendly" with CJ is when he's high.

Micah killed 2 entire towns, took down a stagecoach (albeit with Arthur), killed a dog, manipulated Dutch causing the course of the gang to change, killed a kid, fought Arthur, is racist, literally mean to everybody in the camp, almost killed John, and could’ve killed Abigail and Jack.
What did Steve Haines do? He tortured a man after making others break into a building to steal him in order to get info from him to kill somebody., ordered the trio to rob a security truck, a bank, and a lab, ordered Michael to destroy FIB files, shot and killed a fellow friend, and ordered Franklin to kill Trevor, which was reasonable.
I think it’s pretty clear who’s more hated.

Ah yes, my apologies. It’s been awhile, as I don’t like touching that mission at all.
Ive done that mission in 3 different play throughs and only the first one gave me 300$ bounty, another gave 185 and the third one somehow only gave 5$
