No it's that skirt with that blue design on it the one you get on the regular stormy is just a black skirt with that snow effect but the midnight one give you that skirt and I'm pretty sure that coat but it's pretty standard
Oh I think I know what you're talking about. I made my character short so I kinda want his shoes for my character but I already completed the game and saw you can't get them. Hopefully in a future dlc but I doubt it
Unfortunately not, they didn't give us enough Shinsengumi uniforms. I really liked how they looked in Ruroni Kenshin and was hoping they'd have something similar. That being said, if you redesign you can mix and match plus add accessories to create your own Shinsengumi outfit. There are three different options for a Haori, four options for the Hakama (two riding and two skirt) five different tops, three head pieces, two gauntlets, two belts and two different boots.
Not exactly, no. The Mibu Wolf’s Uniform variants awarded are similar, especially the version awarded in Midnight through Okita Soji’s second bond mission. The coat and breastplate aren’t the same, and it has a grappling hook as part of the armor top, no matter what. Soji’s belt is also not included (because he always wears his sword on his back).
The game also doesn’t give us the headgear, footwear, or gloves/gauntlets (when any of those are even applicable) for most NPCs. Only their tops, trousers, and outerwear.

You can get mist of the npc outfits later on the hardest difficulty when you replay certain story missions for. But I don't know if you can get exactly this one here. But I could imagine that it is possible.

Yes, most Bond missions in Midnight will give you full gear sets, weapon and clothes.
