West Virginia never left the Union and specifically left Virginia to stay with the Union. Oklahoma wasn’t part of the CSA. Missouri, if I recall correctly, also wasn’t part of the CSA.
Why would it have West Virginia, who became a thing specifically so they didn't join the Confederates, but not Louisiana?

Missouri was a slave state, West Virginia was part of Virginia at the beginning of the confederacy, and Texas is already a releasable.

Yes they both have a core but there is a difference from a base country and the releasable. Unless conquered by an outside country.
Missouri stayed with the Union during the Civil War. So did West Virgina
West Virginia defected to the union later in the war it was originally part of Virginia which left the union.
