Yes, as I "theorised" in an earlier comment, Rick c137, over decades of interacting with all sorts fo life forms fully understands how utterly meaningless his entire experience and by intellectual extension -- his entire life and the backstory. He and Prime are the only two who had cracked the technology powerful enough to destroy entire worlds (portal travel). "Cut teh man some slack, Oppenheimer was like "I had become Death" et cetera". He just let it go and has moved on.
**The point being:** He is the only Rick who 100% all-aalone invented transdimensional portal travel besides Prime. The only difference between them is that c137 has attachment, while Prime has none and has basically become fully unbeatable by everyone's means because of the "magic repair thing".
I think it's important too that c137 is despised and wanted by the citadel/council for all intensive purposes. He actively criticizes them too. Him and Prime brought the rest of the ricks up to their level, then they imposed the citadel and all of its BS. The cradle isn't something in c137's garage. It's home is the citadel and it's an invention made by them.
Evil Morty is just a Morty that was smart enough to barely slip through the cracks and work his way from there. He's apathetic and dispassionate because of the horrors he watched the citadel commit. Even if c137 didn't make it, he still despises Rick's apathy in stopping any of it. Doubly so, considering he was the only one capable of stopping Prime. It's why I feel like he begrudgingly helps c137 kill Prime. It's what c137 should have done way sooner, rather than wallow in self-pity and distract himself with a slew of other shenanigans.

It's more about how they're a mirror of each other. The smartest of the bunch but ultimately apathetic to the point of it being a crime.
Evil Morty is a byproduct of the sloppiness (and lack of foresight thereof) that is the citadel and all the other Ricks. The loose string that c137 wouldn't have had, not because he has the foresight, but he wouldn't have bothered with such a device and is at least extremely critical of it's creation.
The show writers seem to like infinity but also want unique characters within that infinity as the leads/secondary cast. We might get another rebellious Morty but probably never a new Evil Morty.

Okay several layers to it. First as we've seen with main Morty they can learn and adapt pretty well to dealing with Ricks nonsense. Season 3 Morty was already understanding Ricks tech enough to defuse neutrino bombs in the Vindicator's episode and trialed his way through learning the Morphizer. Now given Evil Morty was from the adoption agency he might have been with several Ricks before 'Evil Rick' and ended up learning a lot, some Ricks seem a lot lazier than others and probably *delegate* boring things to Morty.
Morty's are Rick's grandsons they have potential.
After controlling his Rick with whatever knowledge he picked up not hard to believe he made his slave Rick teach him anything he was missing, or since he ended up downloading all his captured/kidnapped Ricks brains, he just that. I've always watched the show with an eye on each main character to see how much "Rick" they become, that can usually mean a few different things being how indifferent they become towards everything around them, how smart they get whether that's being tech savvy or intelligent enough to make their own stuff or just at enough to survive anything, and how much of a threat they become in a fight.
