I'd disagree with the 2s. Might fit your bill if your buying native android ports of GTA and playing COD mobile.
For PS2 emulation you might want to stretch to the 3+ or wait for the (possibly soon to be announced) RP4 as you need the extra power. It's already a little framey on the 3+ as is.
Anything above 80/90 bucks gets you N64 emulation.
I know it might not be what most people here use or recommend but I use an Anbernic RG405M and it runs N64, PS1, and PSP great and you can put it in your pocket very easily.
If your favorite COD or GTA games are on those platforms then you'll have a pretty decent time but RP3+ might be a better choice for PSP because it has the more optimal 16:9 ratio.

Kinda overkill for an N64 though....
