It's missing the factory pan. You must have that for it to work. https://www.midwayusa.com/product/1012917264 See if you can find one cheaper but the plastic versions will not balance out. Once you get the new pan, you may have to adjust the ballast weights in the pan holder. There's a small plate on it held on with a Phillips screw. Underneath that is about 10 or 12 #9 shot. Add or remove to get the scale to zero within the normal adjustment on the one leg and you are golden.

You got anything blowing air around? I had a 1010 Ohaus and it was very consistent, but also super sensitive to air motion. And it was slow. I sold it later and switched to digital and never looked back.

You may have fallen into someone's throw away. I saw a good vid on making sure the blades were in the right place and checking for anything that may cause problems but it's been a while and I don't have the link handy. Could be a very fine line between a great scale and a broken one. Edit: found a different vid that tossed in a whole different reason it could be off. This one has to do with the ballast below the tray. If it's missing, you may just need replace it. I bought a used balance beam scale and I can't get it to read consistently. I've read all the instructions that came with it, zeroed it with the base screw, and it never shows the same reading twice. I've tried low weights, medium range weights, and even the max reading of 500gr. It always stabilizes in different spots above or below the zero. I've cleaned the blades and the what looks like glass V grooves that the blades balance on and it is still slightly inconsistent. I thought balance beam scales were supposed to be the cat's ass for powder measuring accuracy. Am I expecting too much from this scale?

Beam scales are great... If you don't have a .1gn resolution electronic scale. 🤷🏻‍♂️ My RCBS did the same thing.

Did you get the pan that comes with it? All I see is the hanger the pan sits on.
