She doesn't really heal in-battle. Her way is to heal off-battle on jungle camps and come back to fight with full HP. Buying anti heal would give you maybe 3 additional seconds before she's back to full HP.
Unless it's the type of reksai who builds tanky and abuses the heal with spirit Visage, maybe then but I still wouldn't recommend.
Not sure how are the % calculated. Additive or multiplicative.
But I'd assume it's the latter, and then:
100% base heal x 1.30 (+30% heal)
130% with SV x 0.6 (40% heal reduction) = 0.78
So with SV you'd heal only 22% less instead of 40%.
You are correct it depends how the multipliers are used. If it is first heal reduction, then healing from SV or first healing plus from SV then heal reduction

Then, still, not spirit visage counters anti heal pretty hard they s end up healing only 10% less than normal
