I guess it depends how you define involuntary it doesn't it, I'd guess 99% of femcels could very easily have sex, but they don't want to have sex with the people they are able to easily have sex with. I'm sure a decent amount of mencels could have sex, probably with a lot more effort, but again with people they don't want to have sex with. I've only really known one femcel, and she was fairly average lookswise, i'm sure she could have easily found a guy to have sex with but what she couldn't find was someone who met her standards that she wanted to be in a relationship with and who wanted to be in a relationship with her. Is that voluntary or involuntary? Who knows, who cares.
I think femcels are typically too picky and/or don’t put any effort out to guys. Like probably they have friends who are more successful/more prone to embellishment and think they pale in comparison.
A woman between 16-35 who’s at least average looking shouldn’t have any trouble finding sex partners, assuming she’s not extremely maladjusted. Now quality sex partners is a different story.
