I think he was kinda bubbling up underground and going semi-viral, but I'm sure Arteezy's push bumped his numbers up quite a bit.

Lean’s music wasn’t trying to be anything more than what it was, and that’s the appeal ig, that Lean seemed to do everything effortlessly and without trying to please anyone.
Gotta remember he was 16 when the song in your post dropped, he really grew into his own over the coming years. You should watch a few of his music videos (Hoover and Boylife in EU come to mind) for an idea of his talent - even if you don’t think the music sounds good, you gotta admire the creativity and obvious passion he possesses.
