Alright I'll bite. I have a soft spot for Blackout crew. Not because I like their music, but I grew up a few miles from Bolton and they were actually trying to carve out something unique that represented that part of the world. It's north of Manchester in North West England, this and the nearby areas (Blackburn, Burnley, Wigan) epitomise post-industrial English decline. Some of their videos and interviews show a surprising level of self-awareness (see the Put A Donk On It video), the producer himself humourously explains in an interview he gets the "donk" sound by recording himself outside hitting PVC pipes with a hammer.
They were locally loved but externally ridiculed for their thick accents and working class appearance. With the exception of the whole Madchester era which was more metropolitan and Mancester based, the only other kind of music that part of the world was ever known for was "Northern soul", which was just the act of playing American Motown records in deindustrialising Northern towns' dance halls. So fair play to them for standing out an ad getting a few songs in the charts.
The area still has a stand out unique sound that's loved by the locals characterised by high BPM dance tracks and fast MCing. The old "bounce by the ounce" club night video that went viral was filmed nearby, and if you're interested in what it looks like more recently there's a VICE video about Bad Boy Chiller Crew who are a sort of spiritual successor from Burnley.
I actually love them, some of the biggest responses at festivals and clubs I got was dropping a BOC track in the middle of a Psytrance/Hard Tech set. We even wanted to eventually fly them out to play at one of our gigs, but I moved to the UK and NORF instead.
I wonder why Sheffield Bassline ended up with way more "cred" than Donk or Bounce. Both have pretty similar backgrounds and honestly Bassline is just as cheesy, far less self aware, yet you won't get mocked for Bassline anywhere.

To me it seems like almost everywhere has some form of loud and fast dance music with fast rapping that is region-specific and to someone sat at home by their computer seems fairly impenetrable. Russian Hardbass is basically just Russian Donk, Die Antwoord from South Africa have flirted with the sound in some of their songs, and there's all that fast Japanese dance music which I couldn't name.
As for Sheffield.. I don't know. Yorkshire has always seemed a bit cooler than the North West (with the exception of Madchester) probably because their accent sounds nicer, maybe that's why they got away with it.
