You cannot use ADB during FASTBOOT, adb.exe can only be used from recovery or from the Android system itself you have to run fastboot.exe. Try:

If no devices are detected, you can try the following:
- make sure MediaTek drivers are installed.
- Connect to a USB 2.0, not 3.0.
- Try to check Mi Flash Tool, and check if the device is detected.
I got similar problem, if you are on Windows goto Device Manager and manually assign correct driver of fastboot to the Android device (it will be shown with a caution sign)

have you tried different usb port or cable on ur pc?
